Why Does Inter Need To Sell Before It Can Buy New Players?

I am totally baffled by this comment from  Inter chief executive Ernesto Paolillo in the English paper The Mirrortoday. The article talks about the players that Inter coach Gian Piero Gasperini would like to bring in this summer.
Those players include Ricky Alvarez, Barcelona’s Jonathan Dos Santos, Genoa’s Argentine striker Rodrigo Palacio and Valencia’s Evra Banegra. Combined the four players will cost around £30m.
What is really shocking are the comments that followed from Inter chief executive Ernesto Paolillo
“We have to sell, then after we have sold we will see what Inter will buy,” said Paolillo. “The first move will be selling and not buying.”

Inter’s recent accounts showed lost a staggering £449m over the three years to 2009 and Paolillo added:
“Absolutely, we are thinking of UEFA’s rules on Financial Fair Play. That’s why we will start selling, otherwise we will not buy anything. But of course we don’t want to say who we will sell because that would not be a good thing for us to do in the market.”
So I am baffled by two things in the post. One is that Inter need to raise about 30 million euros before they can buy new players. That means either Sneijder, Maicon or Eto’o will be sold as they are the only Inter players who can generate that kind of transfer fee.
The second thing is that Inter lost £449m from 2006 to 2009. That is a staggering amount of money, especially for a team that was successful on the pitch during that time period winning three Scudetto’s and one Coppa Italia. I cannot verify that number anywhere else on line. Can anyone else?
